Pioneer Generation began construction on the 2.25 megawatt wind farm in early 2009. The turbines were all fully operational by the end of December 2009.

The wind turbines are second-hand 750 kW NEG Micon turbines, which were originally installed in Germany. They were sold to a wind farm developer in Japan, who has onsold them to Pioneer Generation. The turbines have been used for 10 years. They were reconditioned before being installed at Horseshoe Bend. The turbines are connected to the nearby Horseshoe Bend substation.

Pioneer Generation is an independent electricity generator that operates 12 power stations in Central Otago and Southland.
